New York Department of Health: Coronavirus disease 2019 (COVID-19) • Oregon: Full reopening. Under the leadership of Governor Kate Brown (D), the Department of Health has lifted the requirement to wear masks for outdoor spaces. In public spaces, wearing a mask is still mandatory for people aged 5 and over, regardless of their vaccination status. Masks are not mandatory during sports or when you eat or drink, among other things. Masks are still mandatory in all indoor public spaces in the country. Brown signed an executive order requiring law enforcement officers to be vaccinated by Oct. 18, six weeks after full FDA approval. Health workers and teachers and school staff must follow a similar mandate. Implementation of this plan is contingent on Food and Drug Administration (FDA) approval of recalls and recommendations from the CDC`s Independent Advisory Committee on Immunization Practices (ACIP). Once approved, the administration will be ready to offer booster shots starting the week of September 20. • Hawaii: An executive order signed by Governor David Ige (D) in November reinstating gathering and capacity restrictions has expired. Ige announced that each district can implement its own rules. In Hawaii County, for example, indoor social gatherings of more than 25 people and outdoor gatherings of more than 100 people are prohibited.
Previously, Ige had dropped quarantine requirements for fully vaccinated U.S. travelers. Visitors who come to Hawaii from abroad and have been fully vaccinated for two weeks can bypass the requirements. Otherwise, visitors must either present a negative COVID-19 test result received within 72 hours of travel or quarantine for 10 days. • Utah: Complete reopening. Governor Spencer Cox (right) signed a bill that discourages employers, colleges and universities from getting vaccinated. Salt Lake City Mayor Erin Mendenhall has ordered people ages 3 and older (including staff and visitors) to wear masks at city facilities. Municipal employees acting within the scope of their employment must also wear a mask outside a municipal facility. The Order came into force on July 28 and will remain in effect until repealed. The administration is preparing for recalls to begin as early as the week of September 20, subject to FDA approval or recommendation from CPIA. Getting a reminder will be easy. Booster shots will be free and available in 80,000 locations – from pharmacies to doctors` offices to health centres.
• Wisconsin: Full reopening. The Dane County Health Commissioner issued a mask requirement effective Aug. 19. Guests aged 2 years and older must wear a mask in indoor public areas when staying with people outside their household. Wearing a mask is also mandatory when using public transport. The order is valid until September 16th. The Los Angeles City Council voted on Oct. 6 to require proof of vaccination for people entering restaurants, gyms and other indoor spaces starting Nov. 4. San Francisco Mayor London Breed announced that some indoor businesses, such as restaurants and gyms, must obtain proof of full vaccination from customers and employees before allowing them to enter. A vaccination check is also required for indoor events if the crowd is larger than 1,000 people.

Governor Ralph Northam (D) issued an executive order requiring all state employees to get vaccinated or undergo weekly testing. The mandate began on 1 September. Kansas: Gov. Laura Kelly (D) announced that employees and visitors must wear masks in state buildings unless social distancing can be maintained. In 2020, Kelly said counties should develop their own plans to reopen businesses. A statewide plan to gradually revitalize the economy provides advice, but counties are not required to follow it. The state Ministry of Health and Environment has updated a travel warrant.
Unvaccinated individuals who have attended a mass gathering of 500 or more people out of state or in the state and have not worn masks and remain socially distant must be quarantined. The length of quarantine varies depending on whether the person has been tested or not. The mandate also applies to anyone who travelled on a cruise ship on or after March 15, 2020, as well as anyone who recently travelled to certain countries. Fully vaccinated individuals who have been asymptomatic since travel do not need quarantine. The Ministry of Health recommends, but does not require, that people over the age of 2 wear a mask in public. The American Rescue Plan provides $130 billion to states, school districts and tribes to help them safely reopen schools. The president previously announced that if a state cuts funding to a local school district or pays to a local education official who implements CDC-recommended prevention strategies, such as universal masking, the school district can use ARP funds to fill those gaps. School districts can immediately begin spending their CAP funds, including reimbursement of eligible costs resulting from the declaration of a national emergency for COVID-19. In addition, through the President`s plan, the Ministry of Education plans to provide additional funding — beyond ARP dollars — to help local school districts fill gaps when funds have been withheld by their state to implement COVID safety measures. Local school districts can ask the Ministry of Education in the coming weeks to reinstate funds withheld by state leaders — for example, for salaries of school board members or superintendents whose salaries have been cut — if a school district has implemented strategies to prevent the spread of COVID-19 in schools. When the vaccine was first introduced in December, many Americans were confused about vaccination sites and available supplies.
But now, when booster shots are approved, individuals can find a vaccination site in Vaccines.gov, including vaccines available at each site and for many sites, whose appointments are open.
